NYC DOHMH Advisory #8 - CHCANYS Reacts

The Department of Health and Mental Hygiene (DOHMH) released a Health Alert Advisory on March 20. The alert is geared toward health care workers and addresses managing PPE needs, PPE stockpile supplies, and COVID-19 testing criteria and infection control. To preserve PPE for health care workers, DOHMH is strongly urging health care facilities to immediately stop testing non-hospitalized patients for COVID-19 unless test results will impact the clinical management of the patient.

CHCANYS' President & CEO, Rose Duhan, sent out the following message to NY health centers, following this public health advisory:

Dear Colleagues:

I wanted to make you aware of new guidance released today by the New York City Department of Health and Mental Hygiene that reflects a dramatic change in the city’s testing guidelines for COVID-19.

As the number of people hospitalized as a result of this pandemic continues to exponentially multiply in New York, the already scarce supply of personal protective equipment is being depleted at an alarming rate, putting patients and providers at risk. In order to preserve PPE for those who need it most, NYCDOHMH has issued the following directive for New York City healthcare providers:

The NYC Health Department is directing healthcare facilities to IMMEDIATELY STOP TESTING NON-HOSPITALIZED PATIENTS FOR COVID-19 unless test results will impact the clinical management of the patient. In addition, do not test asymptomatic people, including HCWs or first responders. COVID-19 testing is only indicated for HOSPITALIZED PATIENTS.

The full text of the advisory and DOHMH’s guidance is attached for your information and review. CHCANYS is sharing this information with all of our members, not just New York City-based health centers, so that everyone can gain an understanding of the situation.

CHCANYS continues to closely monitor this global outbreak and work with local, state, and federal agencies to support the needs of our community health centers. Please visit for all the latest news, guidance, webinar info, and direction. This is the best way to stay up-to-date on the rapidly changing information we are receiving.
